When to pick
I don't really see any problem picking him up at anytime, but be sure that some of your allies are capable of taking late game, since your not that good at late.
Lane
I usually pick the top line as Sentinel or bottomas Scourge because you'll need some more space in front of you.
Who you want to meet at lines?
Easy question, disables and stuns at your side and low-hp heroes on the other side like:

With 603g i would start like this -

Mid game -
Late game - try to replace bracers with as much of
as you can, your skills will be pretty useless in the late game, u are playing the start... leave the late for your late heroes in team and try to help as much as you can... logicaly.

Using skills
Attack your enemies with your normal attack as much as you can, if u see them going on low hp, use your sun ray skill to cut them down. You'll also need Icarus Dive to finish wounded enemies. That's all, nothing more nothing less, very easy to play hero. I'll try to ilustrate it with some pictures next time I'll play him. GL & HF dear DotA players. Regards from ZealoT
